देशभर से कुल पांच युवा आपदा मित्र कैडेट्स का हुआ है चयन
देहरादून। स्वतंत्रता दिवस के अवसर पर 15 अगस्त को राष्ट्रपति भवन में आयोजित होने वाले एट होम रिसेप्शन में उत्तराखण्ड से गर्विता भाकुनी का चयन हुआ है। गर्विता लोअर मॉल रोड, अल्मोड़ा की निवासी हैं, जो इस महत्वपूर्ण समारोह में राज्य का प्रतिनिधित्व करेंगी। देशभर से कुल पांच युवा आपदा मित्र कैडेट्स का चयन किया गया है, जिसमें गर्विता भी हैं।
गर्विता भाकुनी राष्ट्रीय कैडेट कोर (एनसीसी) की युवा आपदा मित्र कैडेट हैं। उत्तराखण्ड के अलावा कर्नाटक, मध्य प्रदेश, मिजोरम तथा नागालैंड से एक-एक युवा आपदा मित्र कैडेट काद इस समारोह हेतु चयन किया गया है। मुख्यमंत्री पुष्कर सिंह धामी ने गर्विता भाकुनी को इस उपलब्धि पर बधाई एवं शुभकामनाएं देते हुए कहा कि यह सम्मान उत्तराखण्ड के युवाओं की सेवा भावना, अनुशासन एवं आपदा प्रबंधन के प्रति उनकी प्रतिबद्धता का प्रमाण है। मुख्यमंत्री ने कहा कि किसी भी आपदा की स्थिति में समुदाय ही सबसे पहला प्रतिक्रियादाता होता है। यदि स्थानीय समुदाय और युवा प्रशिक्षित हों तो राहत एवं बचाव कार्य अधिक प्रभावी, त्वरित और सुरक्षित ढंग से किए जा सकते हैं।
इसी सोच के साथ राज्य सरकार युवाओं को आपदा प्रबंधन तंत्र से जोड़ रही है, ताकि वे संकट की घड़ी में समाज की सहायता करने के साथ-साथ आपदा जोखिम को कम करने में भी महत्वपूर्ण भूमिका निभा सकें। उन्होंने कहा कि उत्तराखण्ड जैसे आपदा संवेदनशील राज्य में प्रशिक्षित युवा स्वयंसेवकों का मजबूत नेटवर्क भविष्य की चुनौतियों से निपटने में अत्यंत उपयोगी सिद्ध होगा तथा समाज में आपदा सुरक्षा की संस्कृति विकसित करने में भी महत्वपूर्ण योगदान देगा।
सचिव, आपदा प्रबंधन एवं पुनर्वास विनोद कुमार सुमन ने बताया कि राष्ट्रीय आपदा प्रबंधन प्राधिकरण (एनडीएमए) के सहयोग से संचालित युवा आपदा मित्र योजना के अंतर्गत उत्तराखण्ड में 4,310 युवाओं को प्रशिक्षित किया जा रहा है। इनमें राष्ट्रीय कैडेट कोर (एनसीसी), राष्ट्रीय सेवा योजना (एनएसएस), मेरा युवा भारत (एमवाईबी) तथा भारत स्काउट एवं गाइड के स्वयंसेवक शामिल हैं। उन्होंने बताया कि अब तक लगभग 2,700 युवाओं को आपदा प्रबंधन, खोज एवं बचाव, प्राथमिक उपचार, निकासी, आपातकालीन प्रतिक्रिया, सामुदायिक जागरूकता तथा आपदा जोखिम न्यूनीकरण का प्रशिक्षण दिया जा चुका है। उन्होंने कहा कि इस योजना का उद्देश्य युवाओं को प्रशिक्षित कर ऐसा सक्षम स्वयंसेवी नेटवर्क तैयार करना है, जो आपदा से पहले जागरूकता फैलाने, आपदा के दौरान प्रशासन के साथ राहत एवं बचाव कार्यों में सहयोग करने तथा आपदा के बाद पुनर्वास एवं सामुदायिक सहायता में सक्रिय भूमिका निभा सके।
