नई दिल्ली। देश में बढ़ते और बदलते ड्रग तस्करी नेटवर्क से निपटने के लिए मंगलवार से राजधानी में दो दिवसीय राष्ट्रीय सम्मेलन शुरू हुआ। 22 और 23 सितंबर को आयोजित हो रहे एंटी-नारकोटिक्स टास्क फोर्स (एएनटीएफ) प्रमुखों के तीसरे राष्ट्रीय सम्मेलन में राज्यों और केंद्रशासित प्रदेशों के एएनटीएफ प्रमुख शामिल हो रहे हैं। केंद्रीय गृह मंत्री अमित शाह ने सम्मेलन का उद्घाटन किया।
सम्मेलन में मादक पदार्थों की तस्करी रोकने के साथ-साथ ड्रग्स की मांग कम करने, नशे से होने वाले नुकसान को घटाने और जांच एजेंसियों के बीच बेहतर समन्वय जैसे मुद्दों पर चर्चा हो रही है। कार्यक्रम के दौरान नशे के खिलाफ जागरूकता से जुड़े टीवी विज्ञापन जारी किए जाने, लखनऊ और देहरादून में नारकोटिक्स कंट्रोल ब्यूरो (एनसीबी) के नए जोनल कॉम्प्लेक्स की आधारशिला रखे जाने और बेहतर प्रदर्शन करने वाले एएनटीएफ को सम्मानित किए जाने का कार्यक्रम भी है। नए स्वरूप में तैयार एनसीबी की वेबसाइट भी शुरू की जाएगी।
दो दिवसीय सम्मेलन में ‘नारकोटिक्स नियंत्रण विजन डॉक्यूमेंट 2026-29’ के तहत राज्यों और केंद्रशासित प्रदेशों के लिए तय लक्ष्यों की प्रगति की समीक्षा की जा रही है। इस दौरान ड्रग सप्लाई कम करने, नशे की मांग घटाने और पुनर्वास से जुड़े उपायों पर भी विचार-विमर्श होगा। सम्मेलन में कुल आठ तकनीकी सत्र रखे गए हैं, जिनमें ड्रग नेटवर्क और कार्टेल को तोड़ने, सिंथेटिक ड्रग्स, प्रीकर्सर केमिकल, अवैध खेती, डार्कनेट, क्रिप्टोकरेंसी और ड्रग्स से जुड़े कानूनों के प्रभावी इस्तेमाल जैसे विषय शामिल हैं।
एनसीबी की रिपोर्ट के मुताबिक भारत की भौगोलिक स्थिति ड्रग तस्करी के लिहाज से चुनौतीपूर्ण है। देश एक ओर अफगानिस्तान, पाकिस्तान और ईरान वाले ‘गोल्डन क्रिसेंट’ तथा दूसरी ओर म्यांमार, लाओस और थाईलैंड वाले ‘गोल्डन ट्राएंगल’ के बीच स्थित है। भारत की लंबी भूमि और समुद्री सीमाएं भी निगरानी की चुनौती बढ़ाती हैं।
तस्करी के पारंपरिक रास्तों के साथ अब ड्रोन, समुद्री कंटेनर, पार्सल, डार्कनेट और क्रिप्टोकरेंसी जैसे माध्यमों का भी इस्तेमाल सामने आया है। सरकार के 2026-29 के विजन डॉक्यूमेंट में ऑनलाइन ड्रग नेटवर्क की निगरानी और डिजिटल जांच क्षमता बढ़ाने पर भी जोर दिया गया है।
भारत-पाकिस्तान सीमा से लगे पंजाब के कुछ जिलों में ड्रोन के जरिए ड्रग्स पहुंचाने के मामले सामने आए हैं। इसके अलावा देश में अवैध सिंथेटिक ड्रग लैब और फार्मास्युटिकल दवाओं के दुरुपयोग को लेकर भी जांच एजेंसियों की निगरानी बढ़ी है।
एनसीबी की ओर से डार्कनेट और ऑनलाइन नेटवर्क से जुड़े मामलों में भी कार्रवाई की गई है। एजेंसी ने ‘ऑपरेशन मेड मैक्स’ और ‘ऑपरेशन केटामेलॉन’ समेत अलग-अलग अभियानों में ड्रग तस्करी के अंतरराष्ट्रीय और ऑनलाइन नेटवर्क का पता लगाया था। एनसीबी के आधिकारिक रिकॉर्ड में डार्कनेट से जुड़े ‘केटामेलॉन’ नेटवर्क और अवैध सिंथेटिक ड्रग लैब के खिलाफ कार्रवाई दर्ज है।
विजन डॉक्यूमेंट 2026-29 में केवल तस्करों की गिरफ्तारी तक कार्रवाई सीमित रखने के बजाय पूरे ड्रग नेटवर्क पर कार्रवाई, सिंथेटिक ड्रग्स और प्रीकर्सर केमिकल की निगरानी, जांच एजेंसियों की क्षमता बढ़ाने और नशे की मांग कम करने पर फोकस किया गया है। केंद्र सरकार ने जून 2026 में एनसीओआरडी की शीर्ष स्तरीय बैठक के दौरान यह विजन डॉक्यूमेंट जारी किया था।
डार्कनेट और क्रिप्टोकरेंसी के इस्तेमाल से होने वाली तस्करी की जांच के लिए डिजिटल फॉरेंसिक, साइबर निगरानी और क्रिप्टो जांच क्षमता विकसित करने पर भी जोर है। इसके साथ ही ड्रग-फ्री जोन, जागरूकता अभियान और युवाओं, अभिभावकों तथा शैक्षणिक संस्थानों की भागीदारी के जरिए नशे की मांग घटाने की योजना पर भी काम किया जा रहा है।
