मसूरी जाने वाले वाहनों के लिए शहर के बाहर से आवाजाही की संभावनाओं पर होगा अध्ययन, पार्किंग और शटल सेवा पर भी फोकस
देहरादून। देहरादून शहर में बढ़ते यातायात दबाव और जाम की समस्या के स्थायी समाधान के लिए जिला प्रशासन ने कवायद तेज कर दी है। जिलाधिकारी डॉ. आशीष चौहान ने ऋषिपर्णा सभागार में संबंधित अधिकारियों के साथ बैठक कर यातायात व्यवस्था में सुधार के लिए व्यापक कार्ययोजना तैयार करने के निर्देश दिए।
बैठक में मसूरी सहित अन्य पर्यटन स्थलों की ओर जाने वाले वाहनों के लिए शहर के भीतर यातायात दबाव कम करने, वैकल्पिक मार्ग विकसित करने, पार्किंग सुविधाओं का विस्तार करने और शटल सेवा को प्रभावी बनाने पर चर्चा हुई।
एमडीडीए तैयार करेगा व्यापक मास्टर प्लान
जिलाधिकारी ने मसूरी देहरादून विकास प्राधिकरण (एमडीडीए) को यातायात पुलिस, परिवहन विभाग और टाउन प्लानर के साथ समन्वय स्थापित कर व्यापक यातायात प्रबंधन मास्टर प्लान तैयार करने के निर्देश दिए। उन्होंने कहा कि कार्ययोजना में शहर की वर्तमान जरूरतों के साथ भविष्य में बढ़ने वाले यातायात दबाव को भी ध्यान में रखा जाए।
मसूरी जाने वाले वाहनों की शहर के बाहर-बाहर आवाजाही की संभावनाओं का अध्ययन करने के साथ पार्किंग के लिए उपयुक्त भूमि, वैकल्पिक मार्गों और सड़क कनेक्टिविटी में सुधार के प्रस्ताव भी तैयार किए जाएंगे। पर्यटन सीजन में वाहनों के अनावश्यक जमाव को रोकने के लिए प्रभावी व्यवस्था विकसित करने पर जोर दिया गया।
23 पार्किंग स्थलों के प्रस्तावों की होगी समीक्षा
बैठक में बताया गया कि पूर्व में तैयार योजना के तहत 23 स्थानों पर पार्किंग प्रस्तावित की गई है। डीएम ने सभी स्थलों की उपयोगिता और व्यवहार्यता की समीक्षा करने के निर्देश दिए। उन्होंने स्पष्ट किया कि पार्किंग के लिए केवल जमीन चिह्नित करना पर्याप्त नहीं है, बल्कि यह भी आकलन जरूरी है कि वहां पार्किंग बनने से जाम की समस्या में कितनी मदद मिलेगी।
इसके लिए सड़क की चौड़ाई, वाहनों के प्रवेश और निकास, उपलब्ध भूमि, जंक्शन सुधार तथा भविष्य की जरूरतों को ध्यान में रखते हुए व्यावहारिक प्रस्ताव तैयार किए जाएंगे।
अल्पकालिक और दीर्घकालिक योजनाओं पर होगा काम
जिलाधिकारी ने अधिकारियों को तत्काल लागू किए जा सकने वाले सुधारों और दीर्घकालिक आधारभूत ढांचे के विकास की योजनाएं अलग-अलग तैयार करने को कहा। अल्पकालिक योजना में यातायात दबाव वाले क्षेत्रों में सुधार, जंक्शन व्यवस्था और पार्किंग प्रबंधन शामिल होगा, जबकि दीर्घकालिक योजना में वैकल्पिक मार्ग, सड़क कनेक्टिविटी और नए पार्किंग स्थलों के विकास पर ध्यान दिया जाएगा।
उन्होंने अन्य राज्यों के भीड़भाड़ वाले शहरों और प्रमुख पर्यटन स्थलों में अपनाए जा रहे सफल यातायात प्रबंधन उपायों का अध्ययन कर देहरादून की परिस्थितियों के अनुरूप योजना बनाने के निर्देश भी दिए।
