देहरादून। मुख्य सचिव राधा रतूड़ी व ग्रामीण विकास मंत्रालय के तहत 7वें काॅमन रिव्यू मिशन का नेतृत्व कर रहे संजय अग्रवाल (सेनानिवृत आईएएस, पूर्व सचिव कृषि एवं कृषक कल्याण ) ने राज्य में काॅमन रिव्यू मिशन से अपेक्षाओं के सम्बन्ध में आज विधानसभा भवन में बैठक ली।
सीआरएम (काॅमन रिव्यू मिशन) द्वारा 7वें काॅमन रिव्यू मिशन के तहत मुख्य सचिव एवं ग्रामीण विकास, जलागम, पंचायती राज सहित सभी सम्बन्धित विभागों से राज्य की विशेष परिस्थितियों के अनुरूप वर्तमान में संचालित योजनाओं में आवश्यक बदलावों के सम्बन्ध में सुझाव मांगे गए हैं। सीआरएम द्वारा ग्राम्य विकास से सम्बन्धित विभिन्न योजनाओं से बेहतर परिणाम प्राप्त करने हेतु प्रत्येक योजना में कम से कम 5 इनोवेटिव सुझाव मांगे गए हैं। इसके साथ ही सीआरएम सदस्यों ने राज्य में योजनाओं के क्रियान्वयन दौरान अपनायी जा रही बेस्ट प्रैक्टिसेज का विवरण भी सीआरएम को देने के निर्देश दिए हैं। सीआरएम द्वारा राज्य में योजनाओं के क्रियान्वयन के दौरान आ रही समस्याओं, बाधाओं एव कमियों से भी अवगत कराने के निर्देश दिए हैं, ताकि उनमें आवश्यक सुधार किया जा सके।
मुख्य सचिव श्रीमती राधा रतूड़ी ने राज्य के विशेष परिस्थितियों के अनुरूप कुछ योजनाओं में नीतिगत स्तर पर आवश्यक सुधारों की बात कही। उन्होंने मनेरगा के तहत सेवा क्षेत्र को सम्मिलित करने तथा वाॅटर शेड प्रोग्राम में राज्य के विशेष परिस्थितियों के अनुकूल सुधार के सुझाव दिए हैं।
ग्रामीण विकास मंत्रालय, भारत सरकार का 7वां कॉमन रिव्यू मिशन (सी०आर०एम०) 18 फरवरी से 02 मार्च तक प्रस्तावित है। सी०आर०एम० को ग्रामीण विकास कार्यक्रमों के प्रकरणों को समझने एवं बेहतर सार्वजनिक सेवा वितरण हेतु सुझाव देने का कार्य सौंपा गया है। 7वां सी०आर०एम० श्री संजय अग्रवाल, पूर्व सचिव, कृषि एवं कृषक कल्याण मंत्रालय द्वारा लीड किया जा रहा है, जिसके अन्तर्गत विभिन्न क्षेत्रों के विशेषज्ञ, वरिष्ठ शिक्षाविदों सहित कुल 36 सदस्यों द्वारा उत्तराखंड सहित 09 राज्यों का दौरा किया जायेगा। सी०आर०एम० के सदस्यों द्वारा 21 फरवरी को राज्य के अधिकारियों के साथ मुख्य सचिव श्रीमती राधा रतूड़ी की अध्यक्षता में ब्रीफिंग सेशन किया गया, तत्पश्चात् सदस्य दो समूहों में गठित होकर 22 फरवरी से दिनांक 24 फरवरी तक दो जनपदों का दौरा करेंगे, जिसके उपरान्त सचिवालय में 25 फरवरी को सभी सदस्य पुनर्गठित होकर सचिव, ग्राम्य विकास विभाग की अध्यक्षता में डीब्रीफिंग सत्र में प्रतिभाग करेंगे।
बैठक में सचिव श्रीमती राधिका झा, चन्द्रेश कुमार, अपर सचिव मनुज गोयल सहित सभी सम्बन्धित विभागों के अपर सचिव एवं अधिकारी मौजूद रहे।
